Civil 3D is the trickiest. The language pack partially works. It translates the ribbon and the toolspace. However, the Report Generator (exporting to Excel) will fail if the base language and pack language conflict. You might wonder, "Can't I just change the locale in Windows settings?" No. AutoCAD does not pull its UI language from your operating system. It is hard-coded to the language version you installed.

The AutoCAD 2021 Language Pack is not a standalone product. It is an official add-on that changes the user interface (menus, tooltips, command line, and dialog boxes) of an existing AutoCAD 2021 installation to another language. It is available for most languages (French, German, Spanish, Chinese, Japanese, Korean, etc.) via the Autodesk Account or the Autodesk Desktop App.

For AutoCAD 2021, the official method is different: If you have a subscription (named user plan) or maintenance plan, you do not download a separate file called "Language Pack." Instead, you use the Autodesk Desktop App or Autodesk Accounts Portal.

The "Educational" Exception: If you are using an Educational License (free 3-year license), language packs are usually blocked due to export compliance. You must uninstall the English version and directly download the localized educational installer from the Academic Resource Center.
