Verdict: Low value (mostly bug fixes). R32 is exceptionally stable. R31 had a nasty bug where drafting dimensions would "jump" when reopening a file. R32 fixes that. If R31 is working perfectly for you, wait for R33. If R31 is buggy, move to R32 immediately.
