The film kicks off with a classic Conan set-piece: a murder investigation involving a police officer. During a vacation trip to the fictional Kanagawa prefecture, Conan, Ran, Sonoko, and the Junior Detective League are present when a series of murders targeting police officers occurs.
During one of the attacks, Ran accidentally stumbles upon the killer at the scene. The killer attempts to silence her, but she survives. However, the trauma of seeing the murderer's face right before he pulls the trigger triggers a severe psychological shock. Ran survives the attack physically unscathed, but mentally, she retreats.
She develops psychogenic amnesia. She forgets who Shinichi is, who her friends are, and—most crucially—who the murderer is. In a heartbreaking twist, her mind blocks out the killer's identity to protect her from the trauma, rendering her the only witness who cannot testify.
A former police detective, Kogoro Mouri, is filmed by TV cameras wiping out a would-be assassin during a live broadcast; soon after, a series of murders tied to the televised incident begin. Ran Mouri, Kogoro's daughter and Conan/ Shinichi's close friend, witnesses a key murder and loses memory of the event after fainting. Conan must investigate the link between the live assassination footage, Ran's partial amnesia, and a string of murders that point toward a conspiracy involving a hitman from the past. The case puts Ran in danger and forces Conan to protect her while uncovering the real killer.
