Use mainline Dolphin. The official developers implemented Ubershaders (2018) and Shader Precompilation (2020), which solve the stutter problem without the accuracy loss of Ishiiruka. Unless you are running a Pentium 4 or Athlon 64, mainline Dolphin will be faster and more compatible.
If you still want Ishiiruka v17, treat it as a legacy tool for ancient hardware only.
