If ONT power-cycles but no web/telnet:

Firmware corruption, boot loops, or inaccessible web interfaces often require vendor-specific recovery tools. The Huawei ONT Firmware Flash Tool (commonly referred to as ONT Upgrade Tool or V300R013) allows direct flash programming through the bootloader environment.
