Following the massive success of his previous war epic, Border (1997), director J.P. Dutta took on an even heavier responsibility. He sought to chronicle the events of Operation Vijay, which reclaimed the high-altitude mountain posts in the Kargil sector that had been infiltrated by Pakistani troops.

Dutta’s vision was clear: he did not want to create a fictionalized action thriller. He wanted a documentation of heroism. The screenplay was heavily based on real-life events, official army records, and the personal stories of the martyrs' families. Unlike typical Bollywood films of the time, LOC Kargil stripped away unnecessary glamour. The actors had to undergo rigorous training to understand military life. The battle sequences were shot in actual high-altitude locations, giving the audience a genuine sense of the harsh climate and the near-impossible odds the soldiers faced.
