Unlike floaty Mugen builds, V9 utilizes a “Chain Combo” system similar to Marvel vs. Capcom. You can cancel light attacks into heavy attacks, and special moves into “Super Moves” (Level 1) and “Ultimate Moves” (Level 3).

One Piece Mugen V9 is not a perfect game. The sound effects are ripped from Street Fighter, the voice acting is sometimes in Portuguese or Spanish, and the balance is wacky. But it is fun. It captures the chaotic, super-powered energy of Eiichiro Oda's world better than many multi-million dollar licensed games.
Because this isn't regulated by a corporate balance team, the moves are insane. In One Piece Mugen V9, the power scaling is accurate to the anime. If you love watching your health bar disappear in the most cinematic way possible, you’ll love this. Every character has at least 4-5 super moves that trigger dramatic close-ups and screen shakes.
Because of Mugen’s versatility, you can add characters from Dragon Ball Z, Naruto, or even Street Fighter to fight against your One Piece roster. Want to see Luffy vs. Ryu? Or Zoro vs. Sasuke? V9 allows this with five minutes of file management.
