Recommendation: Scan the file with Windows Defender or Malwarebytes. If it’s in the correct Panopreter folder and you recognize the software, it is most likely safe.

The safest and most reliable method:

Some third-party developers have created wrappers or bridges to interact with Panasonic hardware. These wrappers sometimes repackage or rename core DLLs, leading to multiple (and sometimes conflicting) versions of panocommand.dll on a single machine.

Since malware can delete or impersonate legitimate DLLs, run a full system scan using: panocommand.dll
