One notable exception is Pokémon Ash Gray, a fan-made ROM hack of Pokémon FireRed that follows the anime’s Indigo League episodes exactly (e.g., catching Caterpie, the Samurai’s Pinsir). To play it legally:
Downloading a pre-patched ROM is still copyright infringement. The fan game itself is a derivative work, legally unprotected.
