It was during this campaign that she gathered the Aradias Reavers, naming them after the Aradias Wastes, a cursed region in the Scharde Islands where only the most ruthless Legion survivors emerged.

Why is this called a "crusade" and not just a "raid"? Because Rhyas has a religious target.
In the recent Hordes: Oblivion narrative, Rhyas experienced a vision during a battle against the Infernals. She saw a corrupted version of the Nyss goddess, Sorscha, laughing with the dragon. Rhyas interpreted this not as a nightmare, but as a call to arms.
The Aradias Reavers link to this crusade narratively: The Reavers are the converted. They are Nyss who had lost faith in their old gods and found only emptiness in Everblight’s nihilism. Rhyas offered them a third path: The Crusade of the Unbound. They do not worship the dragon; they worship the act of the hunt.
