Most 2021 software releases that use Sentinel RMS include the License Manager in a subfolder e.g.,:
Archived Builds (Legacy)
If you cannot find 970 specifically, build 954 or 1020 (later 2022 release) are also compatible, but 970 remains a reference for specific contract requirements.
You cannot download it from public sources without a license contract.
Legal acquisition paths:
From a licensed OEM DVD/USB – often found under \Tools\SentinelRMS\.
