A Steam emulator intercepts calls from a game (compiled against Steamworks SDK) and simulates Steam API responses.
Instead of contacting Valve’s servers, it returns “success” for ownership checks, unlocks DLC, enables LAN or fake online multiplayer, and creates a local “user” profile.

Legal note: Emulators themselves are not inherently illegal, but bypassing DRM on copyrighted games you do not own may violate laws (DMCA, EUCD). This text is for educational/legitimate use only.

Using steamemu.ini to play a game you don't own is copyright infringement. However, understanding the file helps you troubleshoot mods, fix "Steam is required" errors on your legitimate backup copies, or set up legacy gaming sessions.
