Why S Tier: Unlike the reckless Viktor, Flik is the perfect balance of Speed and Magic. He has a natural affinity for Lightning magic (Blue Gate Rune). Give him a Thunder Rune and later a Cyclone Rune, and he will out-damage mages with higher MAG stats thanks to his high swing speed and critical hit rate. His United Attack with Viktor ("The Dynamic Duo") is a free "nuke" button for random encounters.

You use these characters because you like their personality, or you need them for a specific war battle.

This Suikoden 2 tier list ranks every viable combat character based on raw stats, rune affinity, unite potential, availability, and end-game viability. We are evaluating characters at their peak potential (Level 60+, best rune setups) but also considering how useful they are during a standard playthrough.

Tiers Explained:

Viktor is slow, hits hard, and takes hits.

Why C Tier: The giant. He uses a "Sword" (it's a pillar). He has high HP and Strength, but his Accuracy is the lowest in the game. He will miss 1 out of 3 swings against flying enemies. Why S Tier: The "Bear" of the group is a physical specimen. Viktor boasts the highest HP pool in the game, high Strength, and comes pre-equipped with the Fury Rune (Double damage, but lose control). Even without the rune, his standard attack hits like a truck. His true value is the "Double-Beat Rune" synergy, allowing him to counter-attack multiple times. He joins early and never leaves your party.

Why B Tier: The Kung Fu master. High evasion, high critical rate. She can equip Double-Beat and Counter runes effectively. However, her HP is too low for the front row and her magic is useless. A worse version of Nanami. Viktor is slow, hits hard, and takes hits
