The posing, camera angles, and clothing choices were deliberately designed to cater to this demographic.

By the late 2000s, international law enforcement agencies—including the FBI and Interpol—began targeting the operators of these "non-nude" modeling sites. The argument was that while the images did not depict illegal acts, the intent behind them and the market they served constituted the sexual exploitation of minors.

In 2011, a massive coordinated takedown occurred. The operators of the "Y" series agency were arrested in Ukraine, facing charges of producing and distributing child pornography and human trafficking. The servers were seized, the websites were shut down, and the legal precedent was set that "non-nude" content could still be prosecuted if it was deemed lascivious or exploitative.
