Why not just install 4.8?
While .NET Framework 4.8 is the latest version supported on Windows 7, it is not always backwards compatible with every proprietary enterprise application written in 2009–2011. Some legacy apps perform a hard-coded version check for exactly 4.0.3019. Installing a newer version will not satisfy this check.
